“Il lavoro agile non deve essere né un mito né un tabù, ma semplicemente una opportunità da cogliere per migliorarci. Non sprechiamola, sarebbe un vero delitto”. Fp Cgil Sicilia torna a fare sentire la propria voce  rispetto alle dinamiche  che stanno caratterizzando il modo di “governare” l’importante novità nei Palazzi della Regione, la cui gestione dei servizi, a seguito dell’emergenza sanitaria, è stata affidata proprio alla modalità smart working.

   L’Organizzazione di categoria, tramite una lettera aperta indirizzata a Musumeci,  traccia un’analisti attenta e puntuale della situazione e, nel contempo, pone quesiti, interrogativi, criticità e prospettive. La missiva  parte dall’attualità, chiamando in causa direttamente il Presidente.  Ricordiamo che è stato lui  a comunicare per iscritto, appena qualche giorno fa, al suo Assessore della Funzione Pubblica, l’esigenza di procedere, in tutti gli uffici regionali, al progressivo rientro dal lavoro agile, dei rispettivi dipendenti, in misura non inferiore al 50%. Iniziativa giustificata dalla necessità di garantire i servizi  alla collettività, a seguito di un non meglio precisato numero elevato di segnalazioni per disservizi. A scanso di equivoci, per evitare che si generi confusione e disorientamento, teniamo a precisare – afferma la Segreteria della Fp Cgil Sicilia – che lo stesso Presidente, nelle scorse settimane, aveva rivendicato, con orgoglio agli occhi della Nazione, come la Sicilia fosse la Regione che aveva brillantemente e proficuamente, anche in misura superiore a tutte le altre, applicato lo smart working. Emerge dunque, con evidenza, un incomprensibile e repentino cambio di direzione. Vorremmo poi capire sulla base di quali dati, a sua disposizione, sia arrivato alla conclusione che almeno il 50% deve rientrare. Perché non il 70 o l’80% o il 28%? Tanto, se si spara a casaccio, un numero vale l’altro! Andando avanti ci si imbatte su un altro tema di grande rilevanza, che merita di essere particolarmente attenzionato. La riflessione tra origine dal pronto intervento dell’Assessore alla Funzione Pubblica, il quale si è attivato, unitamente al neo dirigente generale, per dare attuazione al paventato rientro del personale, invitando assessori e dirigenti generali a predisporre quanto necessario per l’aggiornamento del Documento di Valutazione dei Rischi  e l’adeguamento dei luoghi di lavoro. E’ stato inoltre detto, laddove si rendesse necessario, cioè dappertutto –  aggiungiamo noi – di richiedere le risorse economiche per assicurare le misure necessarie alla tutela della salute e sicurezza del personale. Tradotto in soldoni, tutto questo vuol dire semplicemente che, in questi mesi di fermo, i vertici istituzionali della Regione, sui quali ricadono precise responsabilità in materia, hanno fatto poco o nulla per preparare in sicurezza il  rientro negli uffici.  Molto invece è stato fatto, superando ogni limite, da politici e massimi rappresentanti istituzionali, spesso aiutati da certa stampa, per dare addosso ai dipendenti regionali. Si tratta di uno sport che, oltre a produrre risultati dal punto di vista elettorale, serve strumentalmente a sviare l’attenzione dalle tante e gravissime responsabilità di chi dovrebbe rispondere della cattiva amministrazione della cosa pubblica e del perverso sistema delle nomine politiche che determina di fatto il malgoverno. Rispetto allo smart working, noi pensiamo che se si approfondisse la questione,  magari si scoprirebbe che la metà dei dipendenti regionali, utilizzati in questa modalità, percepisce poco più di un reddito di cittadinanza, svolgendo funzioni essenziali per la collettività.  La FP CGIL  propone di andare avanti sulla strada intrapresa con la stipula di protocolli  di accordo per la prevenzione e la sicurezza dei dipendenti pubblici in ordine all’emergenza sanitaria da Covid 19, in tutti i dipartimenti. Condivide la necessità di procedere all’aggiornamento di tutti i DVR e alla verifica dell’uniformità dell’adozione delle misure di sicurezza in tutte le strutture periferiche, preannunciando di non essere disposta, in un  contesto di rischio come quello attuale, ad arretrare di un solo millimetro, così come non può più essere derogata la necessità di un  adeguato e uniforme livello di pulizia in tutti gli uffici. Siamo convinti di non sbagliare, se diciamo che di questo dovrebbero occuparsene, garantendo risorse e organizzazione, i massimi livelli istituzionali della Regione.  C’è infine un  ultimo quesito, che rivolgiamo sempre all’attenzione del Presidente Musumeci. Noi crediamo che, partendo dall’esperienza di lavoro agile già positivamente sperimentato, la Sicilia debba andare verso l’introduzione di significative dosi di smart working nella sua organizzazione.  Per una volta non saremmo  il fanalino di coda in  un campo che rappresenta la scommessa per il futuro, con  evidenti ricadute positive sia sull’ambiente, ma anche sui costi e sulla qualità della vita oltre che sul miglioramento della produttività.  La FP CGIL  non ha mai assunto, anche pagandone qualche prezzo, posizioni di difesa generalizzata dei dipendenti regionali. Da sindacato di categoria ha sempre messo al primo posto l’interesse generale, anteponendolo ad ogni forma di difesa corporativa dei pubblici dipendenti.  E’ e resta  convinta che il miglior modo per  difendere i lavoratori della Regione è quello della valorizzazione del loro ruolo sociale di servizio alla collettività. Per queste ragioni la FP CGIL – conclude la Segreteria regionale – lancia un forte e preoccupato allarme: ma davvero non si percepisce che continuando a dare ingiustamente addosso ai dipendenti si finirà col generare un forte danno alla società siciliana e al suo tessuto economico? Davvero qualcuno pensa che criminalizzare i lavoratori della Regione possa portar bene alla collettività? Facciano pure, ma questi signori sappiano che troveranno nella FP CGIL un ostacolo insormontabile, convinti come siamo che il lavoro pubblico rappresenti un valore che va difeso fino in fondo per  garantire servizi all’altezza dei bisogni dei cittadini e delle imprese siciliane”.
